Challenge

No single actor is fully accountable for ending rough sleeping in a community. London needed a unified, data-driven approach to make rough sleeping rare, brief, and non-recurring. Multiple systems, inconsistent metrics, and siloed stakeholders created barriers to effective action.

There were fundamental challenges related to consistency in data collection metrics, practices, and management:

  • Too little join up between systems and stakeholders in some local areas

  • Too much duplication across different systems with reporting requirements

  • Extracting the data needed for casework, reporting and performance management is often difficult

  • The data that commissioners need for reporting, management and commissioning is not always collected

Our Role & Impact

We worked with LOTI to carry out pre-market engagement with potential suppliers to test the working hypotheses for the tool design and its objectives, understand what was possible within the anticipated budgets, and understand how to approach procurement.

We developed the business case and options appraisal and to unlock the internal budgets, and ran a two-stage procurement process using DOS6, selecting a final supplier from over 40 companies.

Urban Frontiers engaged us to plan and deliver on our outcomes, demonstrating exceptional project planning and delivery ability. They worked with LOTI to conduct user research with senior stakeholders from across the boroughs and synthesise the outputs into a set of strategic recommendations that have shaped the direction of the programme and enabled us to deliver for boroughs.
